Mid-August last year, the Luxembourg Parliament received a draft law aiming to implement the Parent-Subsidiary Directive as modified in December 2003. Normally, such a draft should be purely technical. Surprisingly, the draft Law addresses also the issue of foreign transparent and non-transparent entities from a Luxembourg point of view.
