Villiger, who was a senior private equity portfolio manager at the pension fund, helped manage the second largest private equity pool in the country as part of his former job.
CalSTRS had $21.4bn of invested capital as of the end of January.
San Francisco-based Medley Partners is the investment group which manages the personal wealth of reclusive mathematician, hedge fund manager and philanthropist James Simons, who is estimated to be worth some $10.6bn.
Villiger worked as an investment banker at UBS and Bank of America prior to joining CalSTRS, where he worked under private equity chief Margot Wirth.
Stellar returns from private equity could not prevent CalSTRS suffering huge losses from its portfolio in the last half of 2011, which saw $7.9bn wiped from its $152.7bn value due to volatility in the global markets.
